I am personally a big fan of all things retro. I even have a small collection of retro things like a vintage typewriter and a radio as my most priced possessions. I like the simplicity and richness of retro designs and how they communicate their message in such a classic manner. Open a New document in Photoshop with dimensions 1026×786 and fill it with color #14110A as it goes with our whole theme.
To make the rays, you can either use Pen Tool, or work with Rectangular Marquee Tool to make one side tapered rays emerging from one axis. Keep the color of the rays #BFB376.
This is how the resulting rays will look like.
Now to make the background grungy, there are already some brushes available in Photoshop by default. In Photoshop CS6 and probably in the previous versions as well, these brushes are 39 and 100. However, if you are not happy with the results from default brushes, you can upload your desired grunge brushes, many of which are available online for free.
Once the brush is selected, create then a New Layer and choose a standard brush of the color #736A42 with Opacity 20%. Brush it all over the rays we made previously to give a kind of attrition effect.
Now go to Layers panel and selecting the grunge brush layer, reduce its fill down to Fill 70%
With the help of Ellipse Tool and color selected as #CDC76A, draw two circles at the upper left corner of the document, one a bit smaller than the other.
Now cut out the circles successively pressing Alt button, or adding pressing SHIFT button by making circles of different thickness. Keep the color as #8D8152
Give a Gradient Overlay to the circles we cut previously. The specifications of the Gradient are as the image below.
This is how the two circles should look like after applying the gradient.
Make a copy of the circles layer and transform into an even smaller circle. Select different styles with darker color this time.
In order to make the background real grungy, I would recommend to download Cloud Brushes. Once the brush is set, Create a New Layer and apply the brushes with color as Black and Flow 25%
To make the texture more intense,on a new layer, apply the same Cloud Brushes, particularly on the edges with color as #5B5851
Now take an image of a retro car, whichever model you like and place it at the apex of the rays.
In order to make the car look more retro we will play with some Hue and Saturation in colors and Drop Shadow and Stroke in Layer Styles. Apply the settings are shown in the following images.
